based on the context of Mr. Wray's statement I'm extrapolating we're talking about child molestation here...I agree with the spirit of Mr. Wray's statement...however, this does not unilaterally absolve offenders of their responsibility to obey civil law regarding this issue nor render them immune to the punishment meted to them via the same civil law after due process....civil punishment and rehabilitation are not mutually exclusive
